National Transmission & Despatch Company Ltd.

The National Transmission and Despatch Company Limited (NTDC), incorporated under the Companies Ordinance 1984, is registered with the Securities and Exchange Commission of Pakistan (SECP). NTDC a Public Limited Company mandated under the license to manage all the properties, rights and assets, obligations and liabilities of 500 kV and 220 kV Grid Stations and Transmission Lines / Network.  The company is looking for high caliber experienced individuals for the following positions on contract is basis.

DEPUTY MANAGING DIRECTOR

FUNCTIONS, RESPONSIBILITIES AND SKILLS

·         Capability to skillfully manage and successfully conclude contentious operational issues.

·         Ability to communicate the technical functionality of the company through presentations, reports and discourse to the managing boards, peers and others.

·         Strong analytical capabilities and commercial business knowledge.

·         Successful leadership of diverse and multi-cultural teams.

·         Successful mentoring of teams, embodying and imparting the culture of Safety & Integrity with a strong focus on performance.

·         Provide expertise in the field of Engineering Project Management. Lead and have overall responsibility for the ongoing development and improvement of project management key deliverable processes.

·         Lead the establishment and enhancement of a reliability-centered maintenance program for substation apparatus, including meeting substation maintenance regulatory requirements.

·         Lead the ongoing development of the CMMS to facilitate continuous improvement in substation apparatus maintenance and regulatory compliance.

·         Representing NTDC in Ministry and other forums when required.

QUALIFICATION & EXPERIENCE

·         A minimum of 20 years of relevant working experience and at least 07 years at executive management level.

·         A minimum of B.Sc Engineering Degree coupled with an. MBA preferably from internationally reputable institutions.

·         The candidate should be upto 57 years of age on the closing date of this advertisement.

CHIEF FINANCIAL OFFICER

FUNCTIONS, RESPONSIBILITIES AND SKILLS

·         Excellent Communication, Interpersonal and Time Management skills

·         Responsible for overall financial management, planning and reporting, budgetary control, costing and taxation etc.,

·         Provide strategic financial input and leadership on decision making issues affecting the Company and implement financial policies/processes which ensure high degree of financial discipline, timely and reliable reporting of financial results.

·         Be responsible for and arrange financing for projects through international funding agencies, development financial institutions, banks, commercial financial institutions as well as government and nongovernmental funding.

·         Evaluate, monitor and ensure effective implementation of internal controls and adequate reporting within the framework of relevant International accounting and auditing standards.

·         Develop financial performance measures to evaluate financial performance of the company.

·         Deal in regulatory affairs, formulation of tariff, preparation and presentation of tariff petitions before NEPRA.

·         Direct the preparation and monitoring of the annual operating and capital budgets.

·         Work closely with the Company's external auditors in preparation of the yearly audit and tax returns.

·         Safeguard and manage assets of the company.

·         Manage change and induct Corporate Financial and Accounting Systems in the Company.

·         Work with the Board of Directors / Audit Committee of the BoD and management and be responsible for taking corrective actions as pointed out by above.

·         Evaluate the finance division structure and team plan for continual improvement of the efficiency and effectiveness of the Company.

·         Develop and implement training to finance department staff as finance professionals as well as be able to adopt the modern management concepts and practices.

·         Assure that employees are provided opportunities for personal and professional growth.

QUALIFICATION & EXPERIENCE

·         The candidate must be a qualified (FCA) with 15 years post qualification relevant experience in senior financial management position in listed companies or public sector companies having total assets of five billion rupees or more. Qualified FCMA/MBA personnel from reputed foreign financial institutions / universities are also encouraged to apply.

·         Applicants having power sector experience will be preferred.

GENERAL MANAGER (HUMAN RESOURCES)

FUNCTIONS, RESPONSIBILITIES AND SKILLS

·         To formulate Human Resource philosophy that will govern the Company's actions with respect to Human Resource Management.

·         To frame HA policies developing and reviewing organizational structure, planning and implementing Human Resource development, developing performance management and Appraisal System, reviewing the recruitment and selection methodologies and standards revising compensation structure, formulating incentive and motivational plans for NTDC.

·         To lead and manage Human Resources Services and play a key role in facilitating Change Management.

·         To develop and ensure implementation of human resource strategies by establishing departmental accountabilities, talent acquisition, career planning, compensation & benefits, health & welfare benefits, succession planning, recognition & retention, compliance and employee relations.

·         To handle employee relationship matters efficiently, by leading the negotiations for both operational and strategic perspective.

·         To handle CBA matters prudently and effectively with additional knowledge of Labor Laws/ Rules / Policies.

·         Strong Leadership; Change Management, Negotiation, Conflict Resolution, Exceptional Interpersonal and Communication skills and have high drive for achieving Management objectives.

·         Proven track record of ability to work in teams and maintain optimistic liaison with all the stakeholders.

·         Ability to provide HR strategies to achieve business vision & goals.

·         Proficiency with commonly used Office software such as Microsoft Word, Excel and Power Point etc.

·         The position is based at Lahore, Pakistan and directly reporting to Managing Director NTDC. The selected incumbent will work closely with Board of Directors NTDC for above matters and ensured implementations and monitoring of all HR functions.

QUALIFICATION & EXPERIENCE

·         Master in HRM or MBA or MPA or MS in HRM from an accredited foreign / local institution recognized by HEC. The candidate with professional qualification of HRM & having Membership of Professional HR, OD, IR and Management Bodies & additional Law degree would be given preference.

·         The candidate should have at least 20-years of relevant experience including 10 years of experience at top level professional Managerial positions of Human Resource Management/Administration in a prominent large scale Public / Private sector organization. The overseas qualification and experience would be a significant additional advantage.

·         The candidate should be upto 55 years of age on the data of this advertisement.

CHIEF INFORMATION SYSTEM

FUNCTIONS, RESPONSIBILITIES AND SKILLS

·         Procure / Implement Business Integration System (ERP) in co-ordination with consultants/donor agencies and apprise the management / BoD NTDC of the progress.

·         Evaluate NTDC business needs, objectives, and goals, searching solutions available in the market and designate procedures to best meet those needs for System Integration.

·         Analyze NTDC complex business needs presented by the user community, clients and recommend technical solutions. Develop plans for implementation of new projects in coordination with Project Managers.

·         Develop and implement all IT policies and procedures, including those for architecture, security, disaster recovery, standards, and purchase and support service provisions.

·         Maintain awareness of changing IT trends and regulations which might impact the company and take corrective actions as required.

·         Participate in all hardware and software evaluations along with vendor contracts for Procurement/ Maintenance. Monitor contract performance to ensure that the company receives the best services as detailed in IT contracts.

·         Develop business case justifications and cost and benefit analyses for IT spending and Initiatives.

·         Any other work required by the Management) BoD regarding IT related issues.

QUALIFICATION & EXPERIENCE

·         Bachelor's/Master's degree in Electrical / Computer Science, Software Engineering and Information Systems from an accredited foreign/local institution recognized by the HEC. Preference will be given to candidates with international experience. Candidates should have at least 20-years relevant experience including at least 5 year experience of successful ERP deployment in the recent past.

·         Candidates should have a CTO/CI0 profile with multinational company.

CHIEF LAW OFFICER

FUNCTIONS, RESPONSIBILITIES AND SKILLS

·         Supervision of legal, corporate and regulatory affairs pertaining to the company.

·         Looking after the cases in litigation and arbitration / negotiation / mediation through engaged counsels.

·         Rendering legal opinion to the Board of Directors, Managing Director and other functional heads / divisions of NTDC on various legal issues.

·         Assisting in drafting, filing and presenting Tariff petitions and licensing issues on behalf of NTDC before NEPRA.

·         Assisting in drafting of company policy and rules.

·         Negotiating, drafting and vetting of various kinds of agreements, deeds and instruments.

·         Liaising with the panel of lawyers and outsource law firms for effective handling of NTDC litigation matters.

·         To lead and supervise the working and functions of the Legal Directorate.

·         To assist in protecting NTDC's rights and interests and maintaining its operations within the scope established by law.

QUALIFICATION & EXPERIENCE

·         LLB with post qualification experience of 10 years including minimum 3 years experience in Power sector.

·         Master in Law or Barrister at Law will be an additional advantage.

·         Knowledge of commercial, financial and regulatory laws, especially dealing with the electricity sector is mandatory.

·         Experience in negotiations and drafting of commercial, financial and concession agreements shall be given preference.

·         Proven ability to conduct litigation, arbitrations and ADR including liaison with external law firms and lead the internal legal team.

·         The candidate should be upto 40 years of age on the closing date of this advertisement.

GENERAL MANAGER (CORPORATE AFFAIRS)

FUNCTIONS, RESPONSIBILITIES AND SKILLS

·         Provide leadership and direction in the development and implementation of best practiced strategic initiatives across multiple business functions to support the delivery of commercial and regulatory obligations of the company to government, customers and the power sector at large.

·         Oversee the implementation and compliance of the terms and conditions of the transmission license and modifications in it from time to time.

·         Participate in all regulatory hearings, NTDC tariff petitions with NEPRA, workshops and meetings with government and other licensees to safeguard NTDC interest in the evolving regulatory environment.

·         Advise Managing Director and Board of Directors on drawing out strategies for long term growth and sustainability of the power transmission business.

·         Identify strategic issues, challenges and choices for NTDC and each business group individually.

QUALIFICATION & EXPERIENCE

·         A minimum of 20 years of relevant working experience in the power sector.

·         A minimum of B.Sc Electrical Engineering Degree and preferably an additional degree in law/ business.

·         The candidate should be upto 55 years of age on the closing date of this advertisement.

CHIEF SECURITY OFFICER

INITIAL TENURE OF CONTRACT

One year (extendable on satisfactory performance)

REPORTING CHANNEL

Chief Security Officer will head the security Department of the Company and will report to MD NTDC or any other designated officer for all functions of his position.

QUALIFICATION, RANK IN THE ARMED FORCES & AGE

·         The candidate must be a retired officer of the rank of at least Lt. Colonel of the Pakistan Armed Forces preferably from fighting arms with robust health in Medical Category "A".

·         Age should not be more than 55 years by the closing date of application.

JOB DESCRIPTION

·         To ensure security of all NTDC properties, assets and installations including Grid Stations and Transmission Lines.

·         To liaise with all local security / law enforcement agencies.

·         To ensure I impart relevant training / skills to the security staff under his command.

SKILLS REQUIRED

·         Excellent communication, interpersonal, time management and presentation skills.

·         Strong leadership, conflict resolution skill with an instinct to preempt security breaches.

·         Proven track record of leading from the front and maintain strong bonding with the men under his command.

·         To have an eye for detail and a vision for introducing digital technology in the company's security system.

·         Stint / experience in intelligence gathering / analysis will be an added advantage.

REMUNERATIONI PAY SCALE

·         Basic pay scale — 20 along with admissible fringe benefits admissible as per the company's policy.
