RTI is seeking candidates for a Deputy Chief of Party and other senior advisors to be based long-term in Pakistan on a large-scale economic development project. Anticipated start date is January 2008. Ideal candidates should have an understanding of local socio-cultural, economic and political conditions and experience working with USAID and international development program in conflict, culturally sensitive regions, preferably in South Asia. Fluency in English is required: proficiency in written and spoken Pashto and Urdu are preferred. All positions are based in Peshawar with frequent travel to FATA and NWFP regions.

Deputy Chief of Party: The Deputy Chief of Party will directly oversee program implementation in FATA on a daily basis. The Deputy Chief of Party must be able to assume the responsibilities of the Chief of Party in his/her absence. Qualifications include : seven or more years of experience managing multi-year development programs in conflict areas preferably in FATA and/or South Asia in such areas as the following: livelihoods, local economic development, value-chains development, enterprise development, product development and promotion and/or marketing. Five or more years of supervisory experience under development programs. Economic development masters or M.B.A with five years experience with business development and/or product development Demonstrated technical skills and experience relating to workforce, community and private sector development. Excellent diplomatic, communication and interpersonal skills. Fluency in written and spoken English and fluency in Pashto is highly desirable.

Senior Livelihoods and Value Development Specialist: Qualification include: Ten or more years of experience in livelihoods program development, execution and management. This specialist should be able to show several examples of success in this area. Ten or more years of supervisory experience and managing large development programs including conflict areas, preferably in FATA and/or South Asia. Five or more years of experience preferred as well in conducting and supervising detailed value chain analysis, market assessments and sector analysis. Atleast 5-10 years of experience working in/with sectors relevant to those that currently exist in FATA, including textiles, gems and stones, and engineering. Experience of successfully developing products in ecologically delicate environments is desirable. Fluency in written and spoken English and spoken Pashto.

Senior Agriculture Development Specialist: Qualifications include: Ten or more years of experience successfully implementing agriculture development programs preferably in FATA and/or South Asia. Five or more years of experience successfully promoting increased production and trade of agriculture projects. Five or more years of experience promoting improved animal care practices. Five or more years of supervisory experience and managing large development programs with some experience in agricultural credit. Five or more years of experience strengthening value chains related to agricultural/horticultural products and livestock. Experience successfully developing projects in ecologically delicate mountain environments is desirable. Fluency in written and spoken English and spoken Pashto. Urdu speaking abilities are preferred.

Senior Finance and Administrative Director: Qualification include: Chartered Accountant/Certified Public Accountant and/or MBA is required. Minimum of 10 plus years working experience in the accounting/finance field. 7 years minimum of managerial experience. At least 5 years of experience working for a USAID project is desirable. Must be proficient in MS Excel and working knowledge of accounting software is preferable. ACCPAC proficiency would be a plus. Must be able to communicate fluently in English (written and oral). Fluency in Pashto is highly desirable. Knowledge of functional area responsibilities including HR, payroll administration, grants management. Ability to work well in team environment and train others in financial management. Ability to follow guidelines and controls required of the position.

Youth Development Specialist: Qualification include: Three or more years of experience successfully youth development programs in conflict areas preferably in FATA or South Asia. Experience in management, assessment, project planning, and training. Fluency in written and spoken English and spoken Pashto.

Monitoring and Evaluation Specialist: Qualification include: A university degree in statistics, business administration, or related field, with minimum of seven years experience in developing and implementing monitoring and reporting systems. Data collection and experience should be both metric (output) and objective in nature. Fluency in written and spoken English and Pashto.

Grants Manager: Qualification include: Experience working with large sub-grants programs, monitor progress against plants, track expenses and generate report. Requires an undergraduate degree in Accounting or Finance, CPA  or equivalent designation with senior level finance experience; at least five years experience in international non-profit finance and grants management, preferable with international operations; experience with USAID,DFID and/or other international donor organizations. Fluency in written and spoken English and Pashto.

Communications/Reporting Specialist: Qualification include; A university degree with minimum of three years experience in collecting, compiling, researching, and analyzing data for project reporting purposes. Ability to work closely with Chief of Party to ensure project results and reports are properly disseminated internally and externally. Fluency in written and spoken English and Pashto.

Operations and Logistics Manager: Qualification include: A university degree in business, public administration, logistics or equivalent. Minimum of five years experience in managing complex logistics operations for the private sector and/or donor funded agency. Knowledge of USAID procurement policies and regulations a plus. Fluency in written and spoken English and Pashto.
