GALLOP INVITATION NOTICES FOR APPOINTMENT OF CONSULTANTS FOR PHASE-II OF CONSULTANCY SERVICES (REVIEW OF PHASE-I DESIGN AND CONSTRUCTION SUPERVISION OF PHASE-II)

1. The Pakistan Water and Power Development Authority (WAPDA) intends to engage consultants to provide engineering services for the implementation of 969 MW Neelum-Jhelum HYDRO electric Project situated in Azad & Jammu Kashmir.
2. The scope for phase-II of consultancy services under this invitation mainly comprise review of detailed design for civil work, preparations of construction drawings, to review design and specification for plant and equipment for the hydraulic steel works, electrical and mechanical works, construction supervision, contracts management, erection & testing, progress monitoring and related activities, The selected consultants shall act as "the Engineer" for the purposes of the construction works.
3. The estimated duration of consultancy services would be 93 months plus 12 months Defects Liability period.
4. A firm/ Joint Venture will be selected for the services under Quality and Cost Based Selection Method (QCBS) under the post qualification procedures/ criteria described in the Request for Proposal (RFP) documents.
5. The detailed design/ tender documents issued to the prospective contractors pertaining to the Project can be viewed/ consulted in the office of General Manager during working hours.
6. `In case of joint Venture, the joint venture should not comprise more than four firms in cases where only local expertise is required. If foreign input is considered necessary the number of firms may go upto a maximum of five members. Although the group will be led by lead Firm, all the partners will be jointly and severally liable to the client for any of their actions/ omissions and other matters.
7. Foreign Experts inputs for carrying out the assignment shall have to be arranged by the firm/ consortium/ joint Venture directly, with liability to the client in local currency.
8. Foreign Experts input would not exceed 40% of the man-months anticipated for the key personnel/staff.
9. WAPDA accordingly invites Proposals from the interested consulting firms for Phase-II of consultancy services for the Neelum Jhelum Hydroelectric Project. The Request for Proposal (RFP) document containing all details can be obtained from the following  address during office working hours on non-refundable payment of Rs.5000/-.

10.  Proposal will be received on or before 31st October 2007 upto 1200 hrs in the office of General Manager Neelum Jhelum Hydroelectric Project (NJHEP).

11.  WAPDA reserves the right to accept/ reject any or all the applications without assigning any reason and its decision shall be final and binding.
