FOR MANUFACTURING OF 

PSC MONO BLOCK CONCRETE

SLEEPERS AND LONG TIES

Pakistan Railways invites Expression of Interest (EOI) for leasing of its Concrete Sleeper Factory at Kohat Cantt; for manufacturing of (PSC) Mono Block Sleepers and Long Ties, from capable and well experienced individuals or consortium of firms with proven record and requisite credentials, and having international exposure/experience, for manufacturing of PSC sleepers and Long Ties. Presently this factory is in operation and manufacturing RCC Twin Block Sleepers.

The existing infrastructure i.e., land, building, sheds and allied structure, machinery & equipment and other facilities in the factory shall be leased out for a period of 15 years, extendable by further period on mutually agreed terms & conditions.

The lease will be bound to supply Sleepers and Long Ties as per Railway's own use as per their requirements. The rate of sleepers, annual requirement of Pakistan Railways shall be settled down by negotiation with the lessee.

The lease shall be allowed/permitted  to use the factory for manufacturing items other than concrete sleepers and long ties only with the express approval of Pakistan Railways. The land/factory facilities shall not be used for estate development or leasing out for residential purposes  or for any other purposes, not especially approved  by Pakistan Railways.

Pre-qualification forms can be obtained (free of cost) on request  from the office of Managing Director/CSF, Pakistan Railways, Headquarters Office, Lahore during working hours after 06-08-2007. The same can also be downloaded  from Pakistan Railways website: www.pakrail.com.

The proposals for EOI shall be submitted along with detailed information about the bidder to establish his credentials as a genuine manufacturer of PSC Sleepers and Long Ties.

All proposals shall be accompanied by a payment of Rs. 10,000/- (non-refundable) either through a Demand Draft or Deposit Call drawn in favor of FA&CAO/M&S Pakistan Railways.

The proposals/applications for EOI on prescribed form, must reach the office mentioned below by 20th September 2007 during working hours. Any proposal received after this date shall not be entertained.

Pakistan Railways reserves the right to reject all or any of the offers without assigning any reason what so ever.

A pre-bid conference will be held at 11:30 hours in the office of Managing Director/CSF, Pakistan Railways, Headquarters office, Lahore on 1st September 2007 to clarify any queries or observations of prospective bidders.
