The goal of U.S assistance to Pakistan is to tangibly improve the well-being of Pakistanis and to support the Government of Pakistan in Fulfilling its vision of a moderate, democratic and prosperous county. The U.S. government re-opened the USAID mission in Islamabad in 2002. from 2002 through 2009, USAID provide more than 53 4 billion (including Emergency Economic Assistance to address needs in economic growth, education, health good governance earthquake reconstruction assistance as will humanitarian assistance

Aid Project Management Specialist – Agriculture (Lahore) FSN-11 (Rs. 2,518,042 p.a. to Rs. 4,687,961 p.a.)

Education: A bachelor’s degree in agriculture; economics, economics, business administration or related field is required. A master’s degree in economics, business administration, agronomy, agricultural extension, or agricultural economics is desirable.

Experience: A minimum of five years progressively responsible, job-related, professional-level experience in agriculture, particularly the dairy sector, serving at senior professional or management levels in the Government of Punjab or non-governmental organizations (NGO), the private sector, or another international donor/organization, is required: demonstrated experience of independently managing and organization or a section or division of a large organization is desired. Relevant types of experience include analytical work, program design and management and direct technical assistance.

Language: Level IV 9Fluent) English language proficiency, Speaking and writing, as well as written and spoken Urdu proficiency is required. A good working knowledge (level III) of Punjabi or another language spoken in the Punjab government of Pakistan/Punjab developmental agenda, developmental initiatives and priorities in the agricultural/Socio – political culture prevalent in various geographical regions of Punjab, knowledge of issues relating to economic development,. Its strengths and its vulnerabilities is required. Awareness of a broad range of issues related to Punjabi agricultural sector growth with emphasis on micro- small and medium-size farm development, dairy horticulture and crop maximization, private sector development and competitiveness microfinance, agriculture, value chains and trade

Abilities & Skills: Excellent technical abilities in development agriculture and private-Sector; Ability to advice on Pakistani development and agricultural issues across a wide range of economic related topics. Program design, budgeting, implementation, monitoring and evaluation skills are essential. Ability to effectively communicate complicated politics, strategy, and program issues. Good interpersonal, coordination and bureaucratic skills to coordinate successfully to advance program interests; be able to handle sensitive issues diplomatically and use good judgment in speaking in high-level meetings with the Government of Pakistan and the Government of the Punjab and non-governmental organizations (NGO) and other donors and in conference, seminars, workshops, etc, and good organizational and management skills: 

AID Project Management Specialist – Governance (Lahore) FSN-11 (Rs. 2,518,042 p.a. to Rs 4,687,961 p.a.)

Education: completion of a Masters degree in political science, economics, public administration, engineering, project management, or a related field.

Experience: five to seven years of progressively responsible professional-level experience in governance related project management the public or private sector, preferably related to municipal service delivery. Demonstrated experience in good governance programming is essential i.e. analytical work, program design and management, and direct technical assistance, experience of working with a donor agency or donor implementing partner, the Government of Pakistan, the government of the Punjab or non-governmental organizations (NGO) on governance and services delivery related issues is highly desirable,  

Language: level Iv (fluent) English language proficiency, speaking and writing, as well as written and spoken Urdu proficiency, are required. A working knowledge of Punjabi or other languages spoken in the Punjab Province is desired.

Knowledge: broad knowledge of the principles and accepted practices of democratic governance is a must being familiar with applicable Pakistan laws and regulations that shape constrain, or otherwise impact efforts to improve governance in the Punjab. Similarly, s/he must understand the complexities of local cultural and socio-political institutions and their interrelationship with governance issues. Should have the potential to rapidly acquire knowledge of legislation relating to development assistance, including programming policies, regulations, procedures, and documents, and well as solid working knowledge of budgeting, accounting and monitoring systems.

Abilities & Skills: Requires excellent judgment, sophisticated analytical and interpersonal skills and strong organizational ability: must be able to obtain, analyze and evaluate a variety of data; organize, interpret nd present it in meaningful oral or written form for varied audiences and provide solid analysis leading to sound financial decision’s requires the ability to draft factual and interpretive memos to support recommendations and provide objective information and advice. A high degree of computer literacy is required including, the ability to create and manipulate budget spreadsheets utilizing and introducing new computer programs; manipulate and present a variety of data to different audiences; utilize office technology for increased productively and develop and manage complex accounting and control systems.

AID Project Management Specialist – parliament (Lahore) FSN-11 (Rs. 2,518,042 p.a. to Rs. 4,687,961 p.a.)

Education: Completion of a Masters degree in Political science, economics, Sociology. Project management, public administration or a related field.

Experience: five to seven years of progressively responsible professional-level experience in governance related project management in the public or private sector. Demonstrated experience in good governance programming is essential. Relevant types of experience include analytical work, program design and management, and direct technical assistance. Experience of working with a donor agency or donor implementing partner, the Government of Pakistan, and the national parliament or provincial assemblies on governance issues is highly desirable.

Language: level Iv (fluent) English language proficiency speaking and writing as well as written and spoken proficiency are required. Knowledge of Punjabi or another language spoken in the Punjab Province is desired.

Knowledge: broad knowledge of the principles and accepted practices democratic governance is a must. The incumbent should be familiar with applicable Pakistan laws and regulations that shape, constrain, or otherwise impact the ability of the provincial Assembly to carry out its functions or to implement its strategic plan similarly, s/he must understand the complexities of local cultural and socio-political institutions and their interrelationship with governance issues. The parliamentary Strengthening Advisor must have the potential to rapidly acquire knowledge of legislation and policy relating to development assistance, including programming policies regulations, procedures, and documents as well as soiled working knowledge of budgeting, accounting and monitoring systems. Familiarity with best practices in project design, development, implement and/or evaluation is a must 

Abilities & Skills: Requires excellent judgment, sophisticated analytical and interpersonal skills and strong organizational ability. Must be able to obtain, analyze and evaluate a variety of data; organize audiences and provide solid analysis leading to sound financial decisions. Requires the ability to draft factual and interpretive memos, providing clear and well supported recommendations and provide objective information and advice. Excellent interpersonal and team working skills are required. A high degree of computer literacy is required including, the ability to careate and manipulates budget spreadsheets and presents a variety of data to different audiences; utilize office technology for increased productivity and develop and manage complex accounting an control systems.

Administrative Assistant – Roving Security (Islamabad) FSN-7 (Rs, 722,365 p.a. – Rs, 1,321,165 p.a.)

Education: Completion of secondary School plus 2 years training in secretarial or business studies is required. A university degree in the above or related field is desirable, 

Experience: Level IV- English proficiency is required. Excellent oral and written communication in English is essential. Fluency in speaking and written in Urdu is also required.

Knowledge: Applicants must have above average competency and knowledge of personal computer operations and Microsoft office suit and associated functionality of calendar scheduling and Outlook email is required, knowledge of general administrative concepts, office management, filling systems and modes of correspondence is essential

Abilities & Skills: the successful candidates must have strong organizational skills, ability to multitask, possess analytical skills, and demonstrated ability to work collegially in a multi-cultural environment. Must under pressure. s/he must be a self-starter with a strong desire to learn and adjust to the demands of the job
