Invitation for Submission of Expression of Interest

Procurement of Consultancy Services for Carrying out Feasibility Study or Evaluation of Power from Hydro Power Project on River Indus and its Tributaries in Northern Areas.

The National Transmission and Dispatch Company (NTDC) a Corporate Entity constituted after restructuring of Power Wing of WAPDA, intends to procure consultancy services for the above mentioned project. The cost of consultancy services shall be financed by NTDC out of its own resources. NTDC now seeks expressions of interests (EOIs) from suitable multinational firms in association with national firms with the appropriate capabilities and experience to execute the services.

A international consulting firm will be selected using the full technical proposal (FTP) procedure based on the quality and cost-based selection method. The interested consulting firms are invited to send their qualifications for the purposes of short listing a group of selected consultants to whom NTDC will send a Request for Proposal (RFP). We expect to have a short listing of qualified consulting firms. The team will be required to have a full-time dynamic team leader with international experience and high level technical skill assisted by high quality specialists in relevant areas. The following expertise in this study may be required, systems study experts, design & engineering experts of EHV transmission lines & substations, satellite imaging expert, transmission line survey & mapping expert, geo-technical investigations expert, financial expert / Economist, environment & resettlement expert and project planning expert.

The international consulting firm shall have to associate of least one local consultant firm registered with Pakistan Engineering council.

The firm should have demonstrated experience in relevant sectors and project scopes. The EOI should comprise.

1. -Components of the feasibility study in which the firm is willing to participate,

2. -A brief capability including experience of similar works.

3. Summary statements of recent project experience and

4. Brief profile of selected key relevant experts. There should be no attachment on brochure or other additional information.

The EOI may be sent by mail to the address provided below and must be received by NTDC by 26th July 2008 by 2:00 pm Pakistan Standard Time. Please note that NTDC reserves the right to withdraw from this process at any stage and will bear no liability whatsoever for any expenses incurred by participate in connection therewith.
