REQUEST FOR EXPRESSION OF INTEREST

(CONSULTANT SERVICES)

The Government of Pakistan (GOP) has applied for financing from the World Bank toward the cost of the Electricity Distribution and Transmission Services Project, and intends to apply part of the proceeds for consultant services. The services include an International Procurement Advisor to assist.

1. four distribution companies (DISCOs) headquarter in Lahore, Islamabad, Multan and Hyderabad in development their procurement capacity and

2. the Procurement Monitoring Cell within the Pakistan Electric Power Company (PEPCO) in monitoring compliance with established procedures and controls Specifically the Advisor will

(i) Strengthen DISCOS procurement framework;

(ii) provide advice and training to DISCO staff; and

(iii) undertake compliance testing of DISCO procurement with established procurement procedures and controls

It is expect that the assignment will require approximately [130] person-weeks beginning in [August] 2008.

The Pakistan Electric Power Company (PEPCO) which has been mandated by the GOP to take forward the Reforms and Restructuring of Pakistan's Power Sector now invites eligible consultants to indicate their interest in providing the services. Interested consultants / consultant firms must provide information indicating that they are qualified to perform the services (brochures , description of similar assignments, experience in similar conditions availability of appropriate skills among staff etc.). Consultants / consultant firms may associate to enhance their qualification.
