Invitation of Proposals for

Advisory Services

for the a view to improve the post harvest management infrastructure (grading , packing , storage and transport) for increasing production surplus shelf life, quality of produce and help stabilize prices in domestic markets and to boost exports, the Pakistan Horticulture Development and Export Board (PHDEB) intends to establish a Cool Chain  System across the National Trade Corridor. This entails establishment of 39 Export / Pack Houses, 23 cold and controlled atmosphere storages, two reefer yards with a capacity of 250 containers and 6 testing labs in production areas ("Project")
It is envisaged that the Project will be developed under the Public Private Partnership (PPP) modality with a private party mandated to design, finance build operate and manage the Project Infrastructure Project Development Facility (IPDF) (a company of Government of Pakistan established to promote and develop PPPs in infrastructure projects) is assisting PHDEB in development and implementation of this Project.

Services of a Transaction Advisory team (consisting of financial . legal and technical expertise) are requested to assist PHDEB in implementing the most appropriate PPP option ( in terms of affordability value for money , ease of implementation , prudent allocation of risks and raising funds through private participation / investment).

Interested parties are requested to submit their advisory services proposals as per the terms  of the RFP latest by April 30, 2008 to IPDF office in Islamabad (address given below) A pre-bid conference will be held on    14th April 2008 at PHDEB's office in Lahore (address given below) to assist the potential advisors in better understanding of the Project and the scope of related advisory services.
